So FH and I are looking to put a deposit on a honeymoon be have no idea where we want to go. I also do love the beach though. Any suggestions of inexpensive, all inclusive honeymoon destinations?

He burns easily even with regular applications of sunscreen. Also, he just likes the shade better. We did a family cruise out of NY in September just after your wedding date Canaveral, Bahamas, and Norwegian's private island I can't remember the name of it. It was a lot of fun and really not expensive. All joking aside, I feel his pain. We daywalkers can't win when it comes to the sun: no matter how many times you apply sunscreen, no matter how thorough you are, you get burned somewhere, somehow. And because life is unfair, you go back to being as white as you were before once the burn dies down.
Besides the sun thing, it would help to have more specifics: "in or out of the US and inexpensive" is a huge range. Do you even want tropical? Wine country? Vacation cruises? What kinds of things would you both like on a honeymoon? That might help. I don't want to eliminate tropical. I would like to be able to relax on the beach for a little bit and still have other indoor and shaded activities.
I don't want city. I've been to NYC and am not a huge fan of city vacations. I get it sunscreen is a thing. FH knows when, how, how much, what kind, etc.
My point is we don't want to spend it entire honeymoon applying sunscreen and I want him to be comfortable. So if we could stick to honeymoon ideas that would be appreciated. I burn insanely easily. It was a little 2 person shaded canopy that had pads and stuff - you could look into somewhere that has that type of thing. They make WW fun because they're hilarious. Anyway, if your FH is so finicky about the sun and taking precautions to prevent sunburn, I would just eliminate any tropical or beach options. Europe is always nice. FH and I enjoyed our vacation in San Francisco a few years ago. Well, I am not a redhead, but I have very pale skin with freckles so I understand your concern about your FH. I can apply sunscreen liberally and I still burn. That leaves you many options on where to go since it's typically still very warm in most areas. You could look into places such as Tybee Island if you do decide to go the beach route or rent a cabin in Pale Sun - Honeymoons - Honeymoons if you decide to skip the beach. There is plenty of entertainment in Pigeon Forge and the surrounding area and I'm sure you could find a beach somewhere for a day or two!
We went to an all inclusive beach resort in mexico for both our Honeymoon and same place our first anniversary. I'm pale- didn't burn at all either year.
